However, the Baltimore-based Cordish Companies, in collaboration with Petersburg, a neighboring city, has expressed their opposition to a second vote in Richmond. They have conveyed their reluctance to proceed with their casino plans if Richmond is granted another opportunity to vote, citing concerns about market competition with a rival establishment.

The situation took a new turn when Governor Glenn Youngkin signed a two-year budget in June 2022, allowing Petersburg additional time to determine its stance on a casino. Notably, the budget included a provision that prohibited localities that had previously conducted unsuccessful casino referendums from initiating another vote.

This provision has created a deadlock within the General Assembly, as legislators struggle to find common ground on a revised state budget. The inclusion or exclusion of language permitting Petersburg to hold a casino vote and preventing Richmond from pursuing a second vote has become a contentious point of debate.

Opponents of the casino argue that the outcome of the previous referendum should be respected, contending that a second vote would disregard the public’s expressed will.

During a public meeting, Jeremy Davis, a Richmond resident, raised his concerns, asserting, “Casinos thrive on exploiting people for profit. I strongly believe that money is overshadowing the public’s voice. Sacrificing the well-being of citizens is not the path to fund the city.”

Despite the controversy, Mayor Levar Stoney and the Richmond City Council continue to show support for the casino project. They believe it would bolster tax revenue and foster further development in the South Side.

Supporters of a repeat vote are optimistic that it would facilitate a broader dialogue and present an occasion to enhance public awareness regarding the possible advantages associated with a casino.

The upcoming regular meeting of the City Council, scheduled for June 12 at 6 p.m., will feature a vote on the proposal.
